Introduction
In face of the traditional security threat and nontraditional security threat’s interaction, there is potential safety hazard that cannot be ignored by the oversea students and oversea universities.
The purpose is to build a more effective security management system, a safer accident prevention mechanism and a quicker public health contingency response mechanism in the SVSU to maintain oversea students personal safety.
This proposal offers some prevention methods, emergency response plans as well as some rescue-recovery plans to improve our reaction speed and protect the security of oversea students.
On one hand, as the school authorities, it must take more responsibilities and pay full attention to stressing the potential danger so as to provide better service for protecting the security and interests of oversea students. On other hand, as oversea students, we should improve our own prevention awareness and risk consciousness so as to reduce the danger probability and maintain our legal interests.
As we mentioned before, because the university campus is place where most of oversea students spent their almost of time to study and live, as the main body for maintaining safety of oversea students, SVSU should try its best to do such work, although is
In this proposal, we first introduce the objective condition of SVSU. Then, we offer some effective measures. At last, we calculate the costs and benefits of implementing our solutions.
The Current Situation
With its enlargement of scales and increase of enrollment, SVSU will absorb more oversea students with different education backgrounds, living habits, religious faiths, family traditions all over the world. Therefore, SVSU will not only face a series of traditional safety threat, such as campus stealing, assaults, thefts, vandalism, weapon and drug use in schools, but also usher in a great number of new security issues in the broader global ranges with cultural diversity and the research topic about the relations between culture conflict and crimes should be put on our agenda. Although according to the current security mechanism for oversea students, we actually felt safe here. But from a long-term consideration, I firmly believe that we should take prevention mechanism to reduce the incident rate and improve international students’ emergency preparedness and response capability. Meanwhile, for the some strangers or intruders, we should strengthen the management and monitoring. For the current security system itself, considering the financial budget, we need constantly to take into account the need for upgrading policies and the safety rules and regulations need to be enforced. On one hand, we can organize the regular lectures to conduct safety education and training; on the other hand, we can publicize the safe regulations to the schoolmates, which can be authorized some students organizations and clubs to act for the school authorities. All in all, we should improve the early warning and pay more attentions to maintaining the security and interests of oversea students.

Project Plan
According to Howard Kunreuther and Michael Useem’s effective strategies and measures to react and respond to the safety hazards, as showed in the Table 2, our early warning mechanism and prevention project plan for protecting the safety and interests of oversea students should also abide by related regular patterns and carry out actions based on the practical operation. My project plan is divided into three parts: prevention, emergency response plan as well as rescue-and-recovery work, which not only contributes to build the effective communication system between SVSU and improving the oversea students’ risk prevention consciousness, but also is so convenient for the oversea students to find rescue channels and recovery measures to help them finish their studies.
Part I Prevention
The detailed preventive measures as follows:
•To complete a comprehensive hidden security inventory so as to master the overall threat situations to identity the key external and internal risks for oversea students
•To set up the related safety courses and enhance health education training under the existing curriculum hour for the oversea students so as to gradually cultivate their crisis consciousness and their capability to deal with risks. If necessary, the school authorities should conduct psychological counseling and guidance that mainly focus on the psychological ease for the oversea students to urge them in the right direction to adapt themselves to the new environment and make them know the relation between the cultural conflict and crime
•To organize a series of activities, including pasting warning sign, warning light and propaganda posters, opening lectures about security and interests of oversea students, and offering anti-terrorism and anti-riot equipment and technologies to students so as to make them accept the safety training
•To improve the managerial system of oversea students’ apartments, strictly investigate dangerous objects and strengthen management of the dangerous objects, registration, and use
•To strengthen the regular maintenance of the security equipment and devices in the public place, such as CCTV, electronic eyes, fire extinguishers and secure channels and so on, and replace obsolete equipment in time to ensure oversea students’ daily life safety
Part II Emergency Response Plan
As school authorities, it is important to make full use of the Internet to build the emergency response platform to develop and implement effective oversea students’ security system in association with a means of independent committees’ oversight. When the emergency happened, SVSU should first launch the emergency provision and plans and organize related staff to go to the place and master the basic information, including reasons, the background of oversea students, costs and losses. Then, we should make full preparation for controlling the whole situation and carrying out reception work and relief work. Meanwhile, we ought to coordinate with the foreign embassies and ensure the logistical work. At last, SVSU need to pay attention to communicating with oversea students, teachers as well as the parents of students and protect their legal interests.
Part III Rescue-and-recovery Work
After the emergency, SVSU ought to rearrange the rescue-and-recovery work to keep the normal order of oversea students’ daily life, of which the most important work is how to handle the work of pacification from economic and psychological aspects and how to help them gain insurance compensation.
Qualification
•Enough budget and advanced techniques. For example, for some dead angle that the closed-circuit television monitoring system cannot find out, we should equipped with CCTV cameras. Meanwhile, based on our current CCTV system, we should consistently upgrade it and even improve the quality of evidence for the CCTV identification so that for some strangers or visitors who wander in the campus, we can see them clearly and even make the identification identities in the computer systems possible.

As is known to all, SVSU located within The Great Lakes Bay region of Michigan with large populations, is divided into two regional education centers: the main campus and Macomb campus, which makes it more difficult to operate its security management system for students. It also means that more and more students will be admitted by the SVSU and will study and live here. Therefore, from the objective condition, it is urgent needed to perfect and improve its security system.
Costs and Benefits
To be fair, to build sound security management system, emergency prevention system as well as rescue-and-recovery system to oversea students needs a large sum of money. The cost must be controlled within 60,000 dollars in the safety hardware. More importantly, in order to save the budget and costs, it is a wise decision to build effective communication mechanism among oversea students, teachers, as well as school authorities so that we can make full use of the oversea students’ resources and attract more and more students to participate in such meaningful activities to strengthen their grass-root supervision. This cost must be controlled within 10,000 dollars. In addition, it also brings a lot of benefits. On one hand, students’ prevention awareness must be improved and their participation will attract more attentions from the whole society; on the other hand, the school’s reputation will be more popular than before, whose safe environment will be a highlight in the future enrollment for the international students.

To sum up, building the security prevention system is urgently required. The fundamental right to life, as the most important right of human beings, exists regardless of one’s race, gender, nationalities, religion as well as cultural background. For the most of oversea students, it is really difficult to adapt themselves into a total strange and new environment with its special cultures and language. If we can reduce the risk rate and master various security issues, such as school violence, stealing, food safety, weapon, network safe threat and some irresistible forces, like nature disasters within our reach, it will attract more and more international students to our school. The school authorities ought to bear principal responsibility to build a harmonious campus and provide objective existence for the public security management mode of campus both inside and outside.
